As many as 116 Lok Sabha constituencies are going to poll today on 23 April, across 14 states and Union Territories in Phase 3 of the Lok Sabha Elections 2019. The voters will cast their vote in Assam, Bihar, Chhattisgarh, Jammu and Kashmir, Karnataka, Maharashtra, Odisha, Uttar Pradesh, and West Bengal.

All parliamentary constituencies in Gujarat, Kerala, Dadra and Nagar Haveli, Goa and Daman and Diu will vote in a single phase. Odisha will also vote in the Assembly election in the segments that fall under the Lok Sabha seats that go to polls on Tuesday.

As per the data released by the Chief Electoral Officer, North Goa constituency witnessed 58.31 per cent polling by 3 pm while South Goa registered 56.93 per cent turnout, according to PTI.
By-elections are also being held for three Assembly constituencies in the coastal state Tuesday.
Mapusa Assembly constituency witnessed 56.28 per cent polling by 3 pm, Shiroda witnessed 61.39 per cent while Mandrem registered a high 64.91 per cent turnout, said a PTI report.
Chief Minister Pramod Sawant and his wife were among the early voters. Governor Mridula Sinha and her husband also cast their votes in the morning in Dona Paula area.
Congress candidate from North Goa Lok Sabha seat Girish Chodankar and BJP nominee and sitting MP Shripad Naik exercised their franchise early in the day.
Elections 2019: Poll official dies during duty in Odisha: news agency IANS
A polling official passed away while on duty in Dhenkanal district of Odisha on Tuesday, reported news agency IANS.
Nabakishore Nayak collapsed inside booth number 41 in Kantapal village under the Parjang Assembly segment of Dhenkanal Lok Sabha constituency. He was declared dead by doctors at Kamakhyanagar hospital, said sources, according to IANS.
However, the Chief Electoral Officer’s office here said they were yet to receive any report regarding the tragedy.
Election 2019: Karnataka registers 36.61% voter turnout till 1 pm, highest turnout in Shivamogga
Karnataka registered 36.61 per cent voter turnout during the first half of second phase of polling for the remaining 14 out of total 28 Lok Sabha constituencies Tuesday, reported news agency Press Trust of India.
The highest turnout was recorded in Shivamogga with 41.66 per cent and the lowest in Gulbarga with 30.48 per cent till 1PM, poll officials said, according to PTI.
Interestingly, both Shivamogga and Gulbarga are high profile constituencies.

According to the Election Commission of India, polling will mostly be held from 7 am to 6 pm, except in Assam, Chhattisgarh, Jammu and Kashmir, and Odisha, where voting will end early. The result will all be declared on 23 May.

Meanwhile, infrequent incidents of violence have been reported from across West Bengal in the third phase of polling. The clashes between the TMC and the BJP have escalated. The TMC workers allegedly ransacked the BJP camp office, following which the BJP workers razed the camp office of the TMC in Motigunj area. It has also been reported that a delegation of BJP leaders will meet Chief Election Officer for West Benga, Aariz Aftab at 3 pm today to voice their concerns over vote rigging and violence reported during the third phase of the Lok Sabha elections.
Also, TMC leader and former block president of Kumarganj, Mahmuda Begum apparently threatened people as she came over to see polling at her former block. BJP’s South Dinajpur district,s leader, Goutam Chakravarty complained that Begum was helping people in capturing the booth and influencing voters. After getting a complaint when police reached the spot, begum allegedly got into a heated argument with the force as well.
It was also reported that few men were seen hurling country-made bombs at booth no 27 and 28 of Raninagar, Murshidabad in West Bengal. While locals could not recognize and reveal the identity of these people, they said crude bombs were hurled to scare away voters. More details are awaited.
Another incident of violence was reported from North Maldaha. A BJP member from the block, Sagar Roy, was allegedly beaten up by TMC members when he tried to record the attack on his phone. The attackers were allegedly trying to capture booth no 173 at Chachol.
While due to rise in temperature post noon, voter turnout dropped drastically in Odisha’s Bhubaneswar. The lack of amenities at polling booths to help voters in beating the heat has also discouraged people to come out and vote.
Also, a BJD delegation in Bhubaneswar moved to the office of the Chief Electoral Officer to complain about Union minister Dharmendra Pradhan. The regional party complained that Pradhan violated poll code by campaigning post voting and giving media byte in silence/ban period. It demanded action against Pradhan suggesting that he should be banned from campaigning.
While in Assam, Ex-DGP and writer Harekrishna Deka, has claimed that EVMs may have been tampered with. He said that there was some delay when he went to vote and when he finally did, his vote was recorded for some other party. “There is a serious problem in the system. This is a dangerous thing,’ he said. He added that he complained to the polling officer and feels that EC must go back to the ballot system of voting.
A similar incident has been reported from Wayanad. NDA candidate at Wayanad Thushar Vellappally has demanded re-polling in the CMS Higher Secondary School booth at Arappatta in Mooppanad panchayat after an electronic machine there malfunctioned. In a letter to the Election Commission, he said that that a vote was not cast even after pressing twice.
“Pressing the voting machine twice can make changes in the voting. Therefore, a re-polling is required in the booth to ensure fair voting,” the letter sent through his chief election agent said.
